Human Resource Director
A. Responsible for All Human Resource activities of the company
Setup and implement HR policies and procedures of the bank in order to
comply with the regulations and requests of competent authorities.Develops
and directs implementation of human resource plans and programs to
support company objectives. This will include HR strategy & planning,
performance management, recruitment, compensation benefit, employee relations, and training and development.
1. HR Strategy & Planning
+ Review and Align current HR strategies and policies, system, structures and work processes.
+ Update job requirements and job descriptions for all positions.
+ Advise CEO on best practice human resources management methods, and current government regulations and laws related to employment and
personnel management.
+ To report to and deal with all authorities relating to HR: Report to and
advise the BOD on HR regulations and changes.
2. Performance Management
+ Define performance management procedures and policies.
+ Monitor performance appraisal for all staff.
+ Propose to CEO frameworks for pay, rewards and incentives for staff
ensuring that they are compliant with government regulations.
3. Selection and Recruitment
+ Monitor and control the recruitment and selection process to ensure high
quality personnel are hired in a timely and cost effective manner.
+ Recruitment - administering all recruitment activities as approved
requirements, including but not limited to; job descriptions, job postings,
screening and short listing applicants, arranging interviews, participating in
interviewing and selection process if required, follow-up with unsuccessful
and successful candidates
4. Compensation & Benefit direct the C&B daily operations
This includes processing monthly payroll, filing annual personal income tax,
submitting Social, Health and Unemployment Insurance, and any payroll
related activities.
+ Input data and prepare documents related to Salaries, Record timesheet,
Overtime, Record Annual Leave, Unpaid Leave and all related documents
and reports
+ Insurance - Social insurance, Medical insurance, Unemployment
insurance and any other insurances introduced by regulations or employer
+ PIT for all staff
5. Training & Development
+ Conduct and monitor the new associated orientation program.
+ Design and implement training programs to meet individual career
development needs, and ensure the company can fulfill its operational goals.
+ Training - Carry out the orientation training for new employee and
organizing training courses (if any)
6. Employee Relations to manage employee relations on behalf of the
CEO, including but not limited to taking appropriate action to correct
associates relation issues, and manage dispute resolution processes to
ensure a harmonious work environment.
+ Labor Contract - Manage the Labor Contract, Making Labor contract,
Control term of Labor contract, Collect the appraisal for renew Labor
Contract
+ Others - Collect data of employee, Collect original profile of staff, Take
part in meeting and make a report disciplinary
+ And Other tasks as requirement of HR Manager or requested by BOD
from time to time
B. AdministrationOrganize the company’s administration system
- Keep track and report on general affairs cost.
- Implement and enforce cost saving initiatives.
- Buy goods and control company assets.
- Prepare and manage secret documents and files of whole company.
- Manage company stamps and important documents.
- Liaise with government authoritie

- Reward and discipline policies; Participate in contributing to the
Company business activities and create team work spirit within the
Department and other Departments to fulfill the company mission and
image;
2. Recruitment Activities
- Make yearly/ unscheduled HR plan and implement plan for recruiting;
- Contact with professional recruitment enterprises and put recruitment
advertisement;
- Establishment of recruiting committee;
- List of candidates, select application files for shortlist;
- Preparation for recruiting rounds and positions (questionnaire, evaluation
sheet for recruiting result, notice of recruiting result, ...);
- Make offer letter, labor contract for staffs
