II. Receiving report from: HRBP (Agricultural Input & Seed Business, Manufacturing, Food Division), HRDS, TA Leader, C&B Leader, L&D Manager, Sales cap Manager.

IV. Summary: Responsible for developing organizational strategy by identifying and researching human resource issues; contribute information, analysis and recommendations to the organization of strategic and directional thinking; building human resource objectives in line with organizational goals. Ensuring all employees of the organization are informed through internal communication channels. Monitor and track changes and transformation activities within the Group to ensure smooth implementation.

V. Responsibility:

1. Profession tasks:

1.1. Strategic advisory:

  • Advising the Board of Directors on the strategic orientation and human resource development policies in the medium and long term to ensure the implementation of the Group's development strategy
  • Advising the Board of Directors on the strategic planning of the Group's human resources on the basis of the Group's business development trends, the core values ​​to build and the development orientation of the business.
  • Working with the Board of Directors and the managers in charge to maintain an effective succession planning model to ensure sustainable development of internal capacity
  • Studying and proposing a salary payment mechanism suitable to the development orientation in each period
  • Advising the Board of Directors on the orientation of internal communication to strengthen the network and messages in line with business goals in promoting the group and success of the Group
  • Instruct and guide internal communication and governance plans to promote sustainable business results
  • Monitoring the strategy and orientation of internal communication for the whole Group, evaluating results to ensure the correlation, quality and effectiveness

1.2. Develop resource plans and policies:

  • Develop annual staffing plans including personnel estimates, compensation and budget as well as capacity development
  • Develop plans and implement policies to develop corporate culture; The organization's training & resource development programs are in line with the trend
  • Evaluating the effectiveness of organizational structure, proposing building an organizational model to meet development requirements in each period
  • Develop payroll standards, professional standards, job functions, job descriptions for each title
  • Directing the work of developing internal labor regulations, collective labor agreements; directing the organization of communication and supervising the implementation of labor regulations for the whole Group
  • Orientation, complete the management system, control of administrative documents: Rules, Regulations, Forms ... of the branch to ensure the systematic and standards
  • Directing and developing an internal communication program consistent with Loc Troi's business priorities as well as creating a culture of cohesion among employees.

1.3. Human resource management:

  • Human resource management to ensure the implementation of human resources services
  • Manage the recruitment, selection and initiation of new employees
  • Management of the performance evaluation / management system
  • Management of remuneration & welfare, promoting work efficiency
  • Managing staff training & development
  • Managing human resource management to ensure the accuracy of personnel records
  • Directing the implementation of internal communication strategy / program and implementing change initiatives from start to finish: assessing project needs, developing and getting consensus for internal communication plan proposal, implementation plan and monitoring the effectiveness of the strategy

1.4. Monitoring implementation of conversion:

  • Oversee the Department's implementation of plans, tools and methods for projects and support resource planning
  • Collaborate with leadership groups on best practices to convey information to units and departments
  • Ensure internal communication messages are in line with external communication messages
  • Managing documents, assets, databases related to the Group's internal communications.

  1. Education: The Chief Human Resources Officer must have a master’s degree (Phd preferred) in Human Resources, Administration, or other relevant field.
  2. Experience: Fifteen years' experience in global HR management in a mid-to-large-size with a minimum of 1,000+ employees with several departments and divisions in Group with strong brand equity, and with at least 10 years in senior leadership roles.
  3. Communication Skills: Communication skills are imperative for this position, in both written and verbal form.
  4. Computer Skills/Ms Office: A suitable candidate will also demonstrate superior computer skills and be highly proficient in the use of Ms Word, Ms Excel, PowerPoint, which will all be necessary for the creation of visually and verbally engaging reports for the business’s HR executives and key stakeholders.
  5. Analytical Skills: A candidate for this position must also demonstrate exceptionally strong analytical skills, having an ability to analyze, refine, summarize, and clearly present data and information.
  6. Interpersonal Skills: The candidate for the position will have a passion for service, be self-motivated needing minimal or no supervision, have naturally persuasive abilities, have excellent negotiation skills, and have excellent problem solving skills.
  7. Leadership/People Skills: The candidate for this position must also have exceptional leadership skills, having an ability to influence the highest-ranking executives.
  8. General:
  • Broad and thorough experience in HR business processes, with a distinct emphasis on organization design
  • Good knowledge of HR laws, compliance matters related to labor laws in all of company's locations
  • Experience in negotiating benefits packages with third party vendors and service providers
  • Experience in negotiating compensation packages with senior executives
  • Experience in creating results-based incentive and bonus structures
  • Demonstrated ability to develop, monitor, and respond to HR and company metrics
  • Good knowledge and understanding of industrial psychology and team dynamics
  • Knowledgeable about new thinking and innovative approaches to managing human capital.
