Document Controller cum Legal Specialist is responsible for coordinating, managing and measuring the effectiveness of all governance documentations, regulations and policies of VinUniversity. The candidate will also be responsible for other legal related duties as assigned.

KEY ACCOUNTABILITIES:
LEGAL & COMPLIANCE (70%):
- Coordinate the formulation, implementation and/or amendment of internal regulations and policies and ensure the compliance with VinGroup regulatory requirements and legal requirements of government authorities.
- Design regulations templates and review and advise the draft regulations from other functions.
- Interpret regulations and policies affecting clerical and departmental operations; check legal references for correct citation.
- Organise internal audit for the implementation and effectiveness of the regulations and policies.
- Coordinate with legal consultations to analyse and advice in full cycle of matters related to policies and procedures at VinUni.
- Ensure that all the documents, materials regarding procedures involved VinUni comply with regulatory requirements of applicable national laws and regulations governing the university.
- Provide legal support in the preparation of affidavits, contracts, declarations, and derogation, depositions of VinUni expats.
- Conduct related internal coaching to departments to ensure appropriate action and documentation is on file.
- Draft and/or review legal letters, contracts and agreements and monitor legal obligations under agreements sent to government authorities related to VinUni’s activities.
- Other duties as assigned by the line manager.

LEARNING & DEVELOPMENT COORDINATION (30%):
- Coordinate with the operation team to gather L&D needs to prepare for L&D analysis and plan.
- Propose an annual L&D budget that meets business needs.
- Source for external vendors and recommend a qualified selection.
- Coordinate to design L&D materials for courses that are organized on-site or off-site, based on an annually planned timeline.
- Evaluate and prepare quarterly reports on the L&D effectiveness to improve quality and practicality.
- Maintain and improve the Saba system through regular performance monitoring with related functions and service provider.
- Other duties as assigned by the line manager.
