Description of position

The Prosecution Officer is a member of the Policy and Legislative Program who is responsible for intervening and addressing major criminal cases to ensure that the new Penal Code is applied in all applicable cases, especially cases involving rhino horn, ivory and other most trafficked species.

Policy and Legislative Program Management

The Prosecution Officer requires significant knowledge of key issues relating to nature and wildlife protection including an understanding of ENV objectives, wildlife protection law, the basic mechanics of government operations, an understanding of how ENV operates differently than traditional institutions and organizations, and excellent diplomatic skills.

As these requirements are not readily available in the employment market, the candidate is evaluated based on his/her potential to meet the expectations of this position over time once he or she acquires an acceptable level of understanding to do the job.

Subsequently, there is an expected grow-in period that should reflect a steady level of development during which the officer is trained and is able to contribute to the development of the program.

Policy and Legislative Program Responsibilities include:

  • Contact and/or set up regular meetings to build up relationship with relevant governmental agencies in order to assist ENV’s work in strengthening prosecution of wildlife criminals.
  • Work closely with major officer of the Wildlife Crime Unit to ensure timely intervention in supporting prosecution of wildlife criminals.
  • Produce correspondences, alerts and provide assistance to wildlife protection law enforcement agencies to ensure prosecution of wildlife criminals.
  • Maintain and ensure the accuracy of the prosecution index and prosecution datasheet.
  • Produce project concepts, implement approved projects that are assigned by the management board and/or team leader;
  • Research and provide inputs on drafted of laws, legislations upon requests from the management board and/or team leader;
  • Others as required by management board.

Additional tasks

  • Produce MR, MDR and other reports upon request of management board and/or team leaders.

Post-training knowledge requirements

  1. ENV’s vision on wildlife protection in Vietnam;
  2. ENV’s and Policy and Legislative Program major campaigns;
  3. Most important wildlife protection laws;
  4. ENV’s operation;
  5. All relevant government departments and the structure in which government works
  6. Wildlife crime Database.

  • Excellent Vietnamese and English language written and verbal communication skills
  • Outward character and diplomatic skills
  • Open minded and possess strong potential to quickly learn new ideas and adapt to ENV’s non-traditional way of working
  • Critical thinking and problem solving skills
  • Knowledge of conservation issues (preferred)
  • Knowledge of government structure and mechanics (preferred)
